HOW TO MAINTAIN CERTIFICATION OF LOCAL DISTRICTS AND CHAPTERS

COA Ontario is responsible to ensure all Chapters and Local Districts work towards their mission statement and objectives. 

 

“To provide a cohesive united voice to represent and protect condominium owners and to be a leader, representing and serving the interests of Condo Owners by supporting the development of its members, fostering a prosperous and sustainable economic environment while contributing to the quality of life in their condo community. “

 

In order to retain Chapter and Local District certification - all Chapters and Districts will: 

  • Be governed by COA Ontario By-Laws, adopt the objectives, mandates of the Association as set forth in the Mission Statement, and to compliment the Provincial policies, objectives and mandates with a high of professionalism, commitment and dedication.
  • To develop a cohesive and professional workign atmosphere with their membership
  • To develop and Create a direct communication link between COA Ontario, Local Chapters and their respective districts while providing input on Municipal and Provincial issues. 
  • Provide information for the Local Chapter Website and COA Ontario website
  • Arrange for local networking events and forums with other Local Districts and Chapters
  • Create and develop a media program in relation to special events
  • Create material and information, seminars, education programs, e-mail address website links and newsletters
  • Create a joint structure for education programs and seminars with your Local Chapter and districts
  • Hold at least 6 Board Meetings during the course of a fiscal year
  • All budgeting is arranged through COA Ontario however the Local Chapter Board will manage funds for their districts.  Property accounting techniques are to be administered with quarterly financial and activity reports and to include an annual audit to COA Ontario.
  • Generate revenue from other sources and possible fundraising events 
  • All proceeds from Seminars and/or special event revenue shall be maintained by the Local District holding said events 
  • The local Districts will manage the district funds, submit quarterly financial and activity reports and an annual audit to COA Ontario.  Revenue must be generated from other sources and accordingly dilligent fundrasing, efforts are needed to ensure local District funding

 

Further cost structures to be defined by COA Ontario for the operations of Local Chapters and Districts.  The above is a temporary template of the same.   COA Ontario reserves the right to restructure funding directives.  Membership dues for COA Ontario, Chapters and all Districts will be determined at specified rates and held within COA Ontario.  In setting membership dues, the COA Ontario Board of Directors will consider COA Ontario share.  All condominiums have a specified amount of units within their corporations.   

The Chapter Board of Directors and the Local District Board of Directs must ensure that COA Ontario remains fully informed of their financial and operational position.   In the event that funding is preventing proper functioning of either the Chapter or Local District, financial assistance can be available upon application to COA Ontario.

 

COA ONTARIO may withdraw certification of any Local District or Chapter when:

  • The Local District or Chapter is not functioning properly within the mandates, structure and mission statesments of COA Ontario
  • Board of Directors and Membership declines below the minimum number as required by COA Ontario
  • The Local District or Chapter is not conforming to COA Ontario By-Laws, policies or decision process
  • The Local District or Chapter is not following the Directors Code of Ethics
  • The Local District or Chapter has brought COA Ontario into disrepute
  •  

    The COA Ontario Board of Directors is responsible for determining the viability of a chapter and shall make its recommendation to withdraw certification.

    In the event that certification is withdrawn, all members of that Chapter and/or Local District will be provided an opportunity to become members of a neighbouring Local District and or Chapter upon the approval and acceptance of the Board of Directors of the same.  This transfer is on a temporary basis until the withdrawn Chapter becomes reactive.  The neighbouring Local District and/or Chapter Board of Directors do not have the  right to decline this temporary placement.

    All assets and liabilities of a Chapter or Local District where the certification is withdrawn will revert to the propriety of COA Ontario. 

    When a Chapter or Local District has their certification withdrawn, all rights of COA Ontario and usage of logo are revoked.
